265/65R17 vs 285/70R17 — two variables moving at once

Most size steps change one thing. This one changes two, and the reason the result surprises people is that the two changes multiply.
Where 2.15 in comes from
Go from 265 mm to 285 mm and the sidewall grows, because it is a percentage of the width. Go from 65-series to 70-series and it grows again, because the percentage itself got bigger. Both effects land on the same dimension and both are doubled by the sidewall appearing above and below the wheel.

A little over an inch of extra sidewall per side, and therefore 2.15 in of extra diameter on a wheel that has not changed at all.
Neither individual step looks dramatic written down. 20 mm is less than an inch of width. Five points of aspect ratio is a rounding detail to most readers. Together they produce a 7.02% change, which is larger than nearly every single-variable step in this comparison set.
What the instruments do about it
The wheel turns 43 fewer times per mile — 659.9 revolutions become 616.6 — and everything downstream of that count shifts by the same proportion. At an indicated 60 mph the truck is doing 64.2. Over a thousand indicated miles it has covered 1,070.
That last figure is the one worth holding on to, because it accumulates. Nobody notices seven per cent on a speedometer needle; everybody notices it eventually on a service schedule.
Why this is the Tacoma question
Because 265/65R17 is what most third-generation trucks left the factory wearing, and 285/70R17 is the size the aftermarket sells them. It also appears on the North American Ranger, which is why the same conversation happens in two entirely separate owner communities using the same two numbers.
The step is popular for a straightforward reason: 285/70R17 computes to 32.71 in, which is close enough to 33 inches that it is sold, discussed and priced as a 33 — so the swap reads as "stock to 33s" even though neither code contains the number 33.
The other route to the same height
There is a narrower way to get most of this diameter. 265/65R17 against 33x10.50R17 reaches 33.00 in — taller than the 285 — while adding almost no width at all, 0.07 in. If your constraint is the arch or the steering stop rather than the ride height, that comparison is more useful than this one, and it is a genuinely different answer to the same question rather than a smaller version of it.
The rung in the middle
Trucks of this generation were also sold on 265/70R17, which sits at 31.61 in — between the two sizes on this page. Owners who start there face a much smaller version of the same step, and the existence of that middle rung is why the same platform generates two quite different upgrade conversations depending on which trim it left the factory as.
The width, in isolation
285/70R17 is 11.22 in of section width against 10.43 in — 0.79 in wider, 7.55%. That is a modest proportional change, and it is worth separating from the height change because the two are constrained by completely different parts of the truck. Height meets the arch and the crash bar. Width meets the inner fender, the upper control arm and the frame at full lock.
On this platform the second list is the one people run into.
Why the ride-height row is the least useful row in the table
Half the diameter change lands under the axle, and that figure is the one owners quote to each other as though it were the outcome of the swap. It is not: the same step closes the space above the tire by the same amount, so nothing about the fit gets easier. On this truck the number people actually need is not vertical at all. It is the 0.79 in of extra casing, and where the wheel's offset puts it.
What the arithmetic will not tell you
Whether the assembly turns lock to lock without contact, what the load index on the tire you are looking at actually is, and whether the wheel's offset puts the extra width inboard or outboard.
