0.09 in. That is the entire change in rolling diameter across a full inch of wheel, and it is the reason this particular pair became the default upgrade on almost every compact car sold in the last twenty years.
What the target actually is
Plus-sizing has one objective, and it is not a bigger wheel. It is a bigger wheel with the rolling diameter left alone, so that the speedometer, the odometer, the anti-lock calibration and the gearing all carry on working with no adjustment at all. The wheel is the visible part; holding the diameter is the engineering.
Here it is held to within 0.38%. 205/55R16 computes to 24.88 in and 225/45R17 to 24.97 in, a difference of nine hundredths of an inch across a tire more than two feet tall. There is no practical consequence of that anywhere in the vehicle.
The three-size family this belongs to
The reason it works so neatly is that these sizes were designed as a set. Look at what the industry built around the 25-inch mark:

Three different wheel diameters, three different section widths, three different aspect ratios, and a total spread of 0.10 in between the tallest and the shortest. That is not a coincidence and it is not luck. It is a deliberate ladder, and the reason you can walk up it without recalibrating anything.
What you are buying
Width and stiffness. Section width goes from 8.07 in to 8.86 in — 9.76% more casing on the road — and sidewall height falls from 4.44 in to 3.99 in. The tire deflects less under a cornering load and transmits more of the road surface into the car, which is the outcome people are usually after and the outcome people usually complain about, sometimes both at once.
The mass moves too. A 17-inch wheel is heavier than a 16-inch wheel of the same design, and the tire around it is lighter, and which way the total lands depends entirely on the specific wheel. The size codes cannot tell you.
Where the pair turns up
Almost everywhere: hatchbacks, small saloons and compact crossovers, usually as the difference between a mid trim and a top trim of the same model. Because both sizes leave the factory on the same platforms, tire fitment guides list them side by side and second-hand wheel sets are plentiful in both. That availability is a large part of why the upgrade is so common, and it has nothing to do with the arithmetic.
The same pair, run backwards
Plenty of people meet this comparison from the other direction: a car delivered on 225/45R17 and a second set of wheels bought for winter, in 205/55R16. Downsizing is the identical arithmetic with the sizes swapped, and it works for the same reason — the diameter is preserved, so nothing needs recalibrating twice a year.
The practical attraction is the taller sidewall rather than the narrower tread. Half an inch more rubber between a 16-inch rim and a frost-heaved road surface is the part that appeals, and it is free in geometric terms because the rolling diameter comes back within a tenth of an inch either way. The exact figure is 0.45 in of extra sidewall, per corner.
Where it stops working
One more step. Push the same logic to a 40-series on an 18-inch wheel and the diameter starts climbing instead of holding, because there is no longer enough sidewall left to pay for the extra wheel. You can see the break by putting 205/55R16 against 225/40R18 — same starting size, one step further, and the tidy result disappears.
What this page does not answer
Whether a 17-inch wheel physically clears your car's brakes and suspension, and whether the offset of the wheel you are looking at puts that extra 0.79 in of section width inside the arch or against it. Both are measured on the vehicle.
