What it is fitted to, and why 17 rather than 16
This is the size that arrived with the warm-hatch and sport-saloon segment of the 2000s and 2010s: Golf GTI, Civic Si, Mazda3, Focus ST, the smaller BMW and Audi saloons in their base sporting trims. The move to a 17-inch wheel was driven from inside the wheel arch rather than outside it — larger brake discs on the sportier versions of ordinary cars needed the clearance — and the 45-series aspect ratio was the number that kept the overall diameter unchanged when the wheel grew.
That is the whole logic of the size. It exists to be the same height as what it replaced.

But they roll at the same diameter, so a wheel-speed sensor cannot tell them apart, and neither can an odometer.
That single fact is why the two sizes appear together on so many alternate-fitment lists. What separates them is entirely footprint and sidewall depth, and neither of those shows up in a speedometer reading.
Narrower, on the same wheel

Where the 45-series ladder moves height and width together, this pair moves width while holding height — a different lever entirely, obtained by trading five points of aspect ratio against 20 mm of width.
Four inches, and what it means for the wheel
There are 3.99 in of rubber between the rim flange and the road at the design pressure and no load. A pothole edge, a kerb face and a drain lip are all obstacles taller than that. This is arithmetic, not a warning: the sidewall is the only compliant structure between an alloy wheel rim and whatever it hits, and at 45-series on a 17 there is measurably less of it than there was at 55-series on a 16, which had 4.44 in.
The same 3.99 in explains why this size is more sensitive to the wheel behind it than the 55-series sizes it descended from. A shallower casing has less scope to change shape, so more of any difference in wheel width shows up in the stance and less of it is absorbed. What the code does not settle
Load index and speed symbol follow the size on the sidewall and vary across tires marked 225/45R17.
